A email/letter is one of the possible text types in the second part of the writing. An email/letter is written to respond to a situation outlined in the question reflecting the appropriate register and tone for the specified target reader. Candidates are asked to develop correspondence to, for example, an English-speaking friend or colleague, a potential employer, a college principal, or a magazine editor.
